Scallop Plan Team

Scallop Plan Team Meeting:  February 19, 20, 2009, Anchorage Hilton Hotel AGENDA, Annual Catch Limits Regulations, DRAFT Scallop SAFE, (updated 2/13/09- with Central Region Edits) VMS:  Federal regulations require scallop vessels to use vessel monitoring systems (VMS) while fishing in Federal waters in the Aleutian Islands and Gulf of Alaska.  These VMS requirements were adopted in conjunction with enforcing the Essential Fish Habitat and Habitat Areas of Particular Concern restrictions.  In the Aleutian Islands, regulations prohibit operation of a federally permitted vessel without using VMS.  In the Gulf of Alaska, regulations require mobile bottom contact gear vessels to use VMS.  The regulations define scallop dredges as a mobile bottom contact gear.  Additional information on Federal VMS regulations be found at: http://www.fakr.noaa.gov/habitat/efhvmsrequirements.pdf

Scallop Plan Team: 
The Plan Teams' primary function is to provide the Council with the best available scientific information, including scientifically based recommendations regarding appropriate measures for the conservation and management of the Scallop fishery. All recommendations must be designed to prevent overfishing while achieving optimum yield (National Standard 1). All recommendations must also be scientifically based (National Standard 2), drawing upon the Plan Teams' expertise is the areas of regulatory management, natural and social science, mathematics and statistics.

The Plan Team compiles a SAFE report for the Scallop fishery on an annual basis. The SAFE report provides the Council with a summary of the most recent biological condition of the crab stocks and the social and economic condition of the fishing and processing industries. The SAFE report summarizes the best available scientific information concerning the past, present and possible future condition of the crab stocks and fisheries, along with ecosystem concerns.
